there are irrational conflicts between water security system, city
development and the development of agriculture in China. These conflicts threaten
the Chinese soil and water circulation system and increase the risk of flooding.
The national sponge strategy is focus on addressing these conflicts. In the
national scale, national sponge strategy clearly identifies important elements,
significant location and correlation and provide evident for national spatial
strategy through protecting the keep pattern of water system.
According to the relevant researches, the frequent high-risk flooding
areas are only take 6.2% of national territorial area. Most of the urban population in China is distributed in these
potential flood areas, and nearly 70% of the population and 70% of the annual
GDP output are within the flood area of 6.2%. Therefore, if the local
government can use these high – risk flooding land for storing water, the
flooding issue will be addressed to some extent.
Flooding security pattern means that according to simulation of
flooding area surround rivers and heavy rain areas, the high – risk areas will
be found, and these areas are limited for development avoiding economic loss by
heavy rain. Then, the government decides the number and the locations of flood
storage for main rivers in china.
